Exclusive: House Oversight Cmte Probing Biden Voter Mobilization Order
Today at RealClearPolitics, I revealed exclusively that the House Oversight Committee is probing the Biden administration’s controversial Executive Order 14019 on “Promoting Access to Voting.”
That order charges every federal agency with registering and mobilizing voters, particularly minority voters, including through coordinating with putatively non-partisan NGOs like the architect of the order, progressive think-tank Demos.
Demos estimates that if fully implemented, the directive could lead to 3.5 million new or updated voter registrations annually — making it a potentially more-than-decisive effort considering recent presidential elections have turned on just thousands of votes across a handful of states.
Conservatives believe that with federal agencies under a Democrat administration targeting cohorts interacting with government agencies that disproportionately vote Democratic — and in cahoots with left-leaning third-parties — that the order amounts to an unlawful if not unconstitutional Democrat get-out-the-vote effort.
The powerful House Oversight Committee is demanding that the Biden administration turn over a raft of documents and information within the next week that it has refused other committees and government watchdogs, which will allow lawmakers and the public to assess the legitimacy of the order for themselves.
The oversight letter demands, among other items, the strategic action plans agencies submitted to the administration and are executing in service of the order; a list of “approved” third-party groups with which agencies could work and the criteria for approving them; and materials touching on the development of and legal basis for the order.
The letter may well constitute a significant escalation in GOP efforts to expose if not combat what appears to be the natural successor to the 2020 “Zuckbucks” effort.

Separately, at The Federalist I wrote about new evidence revealed by the Heritage Foundation’s Oversight Project that radically progressive activist groups — rather than non-partisan ones — have shaped the implementation of EO 14019.
The Oversight Project obtained detailed notes from a listening session the Biden Justice Department held with a slew of progressive groups supportive of the order back in July 2021.
I write about the policies those groups advocated for, many of which the administration would ultimately adopt.
Here were some of the recommendations from participants, as recounted by an unnamed DOJ official who took the notes:
Keeda Haynes of The Sentencing Project indicated that eligible voters who are incarcerated “have been left out of voting,” and emphasized that those held in pretrial custody also have the right to vote. Haynes proposed a variety of ways the Federal Bureau of Prisons (BOP) could provide voter registration information during prisoner admission, orientation training, and various other touch points with prison personnel. She also recommended that authorities “provide in-person voting options, such as voting machines” at facilities where “eligible voters” reside. “Felony disenfranchisement is voter suppression,” the DOJ attorney recorded.
Dana Paikowsky of the Campaign Legal Center indicated a desire to “develop infrastructure in jails and prisons and also help people understand their eligibility after they are released.” She related that her organization remained “concerned about BOP’s focus on voter registration only, and only on individuals from ME, VT, and DC. Felons in Puerto Rico are also eligible to vote. In Mississippi, don’t lose right to vote for federal convictions, and AL also has some eligibility. Those individuals with convictions for federal misdemeanors can usually vote, too.”
Terry Minnis of Asian Americans Advancing Justice pushed not only for agencies to create multi-lingual materials pertaining to voting, but for making “voter registration info mandatory at naturalization ceremonies.”
